But the Shared Cataloguing Project is a complicated system which makes highly technical demands on its users, which cannot generally be fulfilled in the developing countries. Apart from the enormous technical and organisational problems which arise from the adoption of the Shared Cataloguing Project by other countries the restriction of the investigation to developing countries raises the additional question as to how these countries should be placed in the position of being able to use the technical mechanism of the Shared Cataloguing Project.
